CATEGORY C

Of the three categories of holders, it is also the one which has paid, by far, the heaviest price for this which is the reduction of the statutory workforce.

The CFDT-MAE demands a real “road map” for category C agents, the cessation of FTE cuts, the promotion of their professional career, a coherent and satisfactory career development and the recognition of their professional value which also involves their integration within the special status of diplomatic and consular agents.

Apply the special status of diplomatic and consular agents to category C agents

The CFDT reiterates its request to integrate, within the special status of diplomatic and consular agents, category C agents of the Ministry who must finally be recognized for the functions and responsibilities they exercise. Abroad, these consular, administrative and technical personnel are mentioned several times in the Vienna Conventions which grant them a certain number of privileges and immunities. Chancery deputies thus carry out functions much higher than those usually entrusted to category C civil servants. This measure is legally possible, financially neutral and would not call into question the interministerial rules which govern their bodies.

Similarly, the CFDT calls for the opening of an examination professional for chancery deputies, as already exists for agents in categories A and B.

The conclusions of the States General of Diplomacy must be an opportunity to finally provide real perspectives of future for category C agents.
